How do I conduct an Auction without bumping thread towards the end?

I think it should be fair to be able to bump your thread towards the end of an auction to let people know that there's only a few hours left and then once again when there is only a few minutes left.

This helps sellers achieve more exposure and value for their auctioned item. Since it is only in the sales threads, I don't see why infractions should be given for this.

I agree with this. I see no harm in it if there are only a few hours left in your auction. I know I have been guilty of bumping my auction in the latter stages to get more exposure....didn't get an infraction though

The posting guidelines say, "Do not bump threads." Threads would not move nearly as fast if members did not bump. Check the bumping sticky in buy, sell, and trade to see the type posts typically receiving bumping infractions.
