How do I allow for "suggest new category" in phpLD?

    I see the option in admin area that says "approve categories" but I cant figure out how to enable users to suggest a new category. It's driving me crazy! :(

    It seems that this script has some bugs, I better wait till everything is all smoothed out and a final release is issued...
