How do I add links to a image.

Hi was wondering if anyone could help me, I want to add several different links into a gif image, but do not know how to do it. I want to be able to choose were abouts in the image to insert the links
Are there any free programs out there to do it. I've got gimp but can't seem to do it with that software.

You wants a "fake" image map, where an image sits over (usually) a list (list of links).

http://mikecherim.com/experiments/css_map_pop.php is an example, tho a bit complicated.
