How do adsense vouchers help?

I see people selling adsense vouchers here n there, they are worth something but people sell them off at dirt prices? Someone plz enlighten me..

 

You can only use the voucher when starting a new account. I'm guessing that most people here already have an adwords account. Low demand=low price.
