it's a technique for long-exposure photographs. using bulb mode and a tripod. while doing that you tie a glow stick to a shoe string or something and wave it around in front of the camera. or a flash light, candles, blinking lights, or even torches. basically anything that will cast interesting light into the subject.

AFAIK there isn't a way to recreate it in PS but I suppose it if you try hard enough with PS...you can pretty much do just about anything!
