How did this guy did it. Initially I managed to stop him via - a plugin and now he's back with another methods. Please help how to stop it.

I can tell you one thing, he did it wrong. Double scrollbar and the inefficient height attributes.

 

If he's using a frame you can prevent it in several ways using javascript. Look at http://budugllydesign.com/frame9806/f-java.htm

I see you're using Wordpress. Try the Frame Buster plugin. Not sure if it's the one you tried before, but it works great for me.

You are right Kerosene, the guy who did that used iframe.
Do a right click anywhere in the page, you'll see a "This Frame" in the menu

 

it;s an iframe. easy to see, just look at the page source

Frame buster - was useless. I use a javascript code to solve the problem
