Load on page directly increase Bounce rate of your site.
And Google prefer 1.5 second load time for your page.
For make your page light weight,
    1) Work on best optimize of CSS, JS and Image files. (use Text Compression)
It helps to reduce file size without effect on designs.
    2) Combine external JavaScript and CSS files
It will decrease number of http request to your server from clients.
    3) Do not include inline JavaScript between external CSS and other resources

It will take a time to load.

Yes, CSS can affect your site's execution in the internet searchers, yet not with respect to any of the issues you rundown. As a rule, CSS will just influence your rankings in the event that they decipher it as an endeavor to control the results by doing things like concealing substance from clients so just web search tools would see it. The ensuing page design can likewise have an impact, however that is a subject that truly has a place in the Search Engines point.

Whether the CSS is held in an outside template record, the <head> segment of the archive, or installed inline in your HTML labels doesn't make a difference whatsoever. CSS has been with us for almost 15 years now. In the event that your sites aren't executing and additionally they had previously, its not due to CSS. This is on the grounds that the web crawlers' positioning strategies have changed and the level of rivalry has blasted. Good fortunes!

CSS won't affect your SEO! It's just a place where you can place ALL your CSS code (especially good when you are using your own template (like a website in PHP!)) ;)

Improper CSS coding and placed it at improper place will be cause of high loading time of your website.
And increasing loading time always increase Bounce rate for your site.
Bounce rate will be cause of slide down place of your site at SERP.
And affects on SERP position, means affects on SEO.
