Probably static FBML Or Iframe, Although I think Iframing is against FB Policy. I'm just Guessing I'm sure someone with more experience will chime in.

I'm not certain how it's being accomplished either, but it's definitely against the Facebook terms of service for developers. (http://developers.facebook.com/policy/) Apps and pages aren't allowed to exist for the sole purpose of redirecting users to another site. Plus, I'm willing to bet you wouldn't get real traffic this way - anyone who clicks on that link and ends up on the person's website instead of their profile is just going to be bounce traffic. They'll close the window and go right back to Facebook, and then have the added detriment of feeling like that person/page "tricked" them.

my guess would be iframing which is against the terms of service.. nobodies page is supposed to be used for a sole purpose of redirecting to their personal domains for whatever reasoning
