You might have linked to link farms which Google looks down upon. You might have gotten links from bad sources. If you are getting any back links and you have a PR of less than a 3 then you are definitely linking from some bad sources. You should get a PR of at least 3 after 3 months and no back links.

Get more back links from good PR sites. Blog commenting and Forum signature will help you.

First of all check whether the links are from relevant sources or not.

Remove links from(and to ) bad neighborhood immediately.

Don't use paid links on your site as google now treats it very seriously.

Have any change in SERP other than PR?

Continue building quality related links, it usually happens! what is more important is your SERP.

There are chances that the sites which passed linked to you might have seen a drop in their PR, resulting in drop in your PR as well.

One possible reason is that your site will jump up and down PR as the day goes along, in the mornings sometimes my sites are PR 4, 1st page of google for our keywords, then middle afternoon we're PR 3, halfway down page 2. just be patient and wait and then see what happens and assess it from there.

I guess you've lost quality backlinks or the backlinks you're getting are devalued like yours overtime.

Many of the site wide outbound links are crashing the browser. If this keeps happening, your site will be banned.

Next, the CSS is creating a "cloking" scenario by starting objects out as "hidden". Start them out a "visible" then "OnLoad", hide them.

Then there is no "text content" on these sites.

And finally, there is extensive cross-linking taking place. Google will bust you for this (or has).

Google has changed the new PR's now...go an check how much quality links that you are talking you still have....as there are cases that webmasters might have deleted your links ...

I agree with the others reply...you would have linked those sites having less PR than yours'.
Just increasing the number of backlinks doesn't work, you should link only those sites which not only have more PR than you have, but also they have relevant text.
