How come a blog gets PR10 ?

What is the use of making such a blog PR10 and then showing the world that you get the highest PR.

One of my friend has this site with the highest PR. Why do people do it ?

its a fake PR.
probably before he did redirected this blog to google.com and now he shows the google.com pr instead of his own PR.
The best pratice to learn fake pr is to check info page on google.
For example : http://www.google.com.tr/search?q=i...&rls=org.mozilla:tr:official&client=firefox-a

As you see at info its not shown hi5-thailand.com but its shown United States Department of Health and Human Services website !!

If someone were to fake PR why would they fake a PR10?

If you can get a PR 10, that will be very impressive, as many Google country domains don't even have that
