    link building, the more the better, if your pr is 0, go find some pr1 websites, do link exchange, after your pr go to 1, go find some pr2 websites do link exchange, in same way, your pr will go up and up, for long term.

    As my concern to increase or change the PR of any site, the best way is SEO , Linking Building,PPC,Social Bookmarking.

    I think he wants to just magically change it.

    The only way to get PR is to do hard work whether it be manual or outsourced. you need to do link building or buy links on other relative sites.
