    Submit to google webmaster tools and set FR language
    Submit to bing
    Write french quality content every Weeks
    Wait --- Get natural dofollow backlink
    and wait again.

    There are various things you need to consider while ranking a website for country specific search engine results.
    Here are a few points to keep in mind.
    1) Its better to use a .fr domain extension.
    2) the content on the website should be in french
    3) Choose correct french keywords
    4)try to create backlinks on the french pages.
