    If you use a CDN like Cloudflare, which is free, you do not need a France based server. The CDN will serve the site from a local IP address.

    Performing normal SEO activities focused on French sites as many have suggested above is essential, but an FR domain is not. Just use hreflang tags to let search engines know that you are targeting France. That will require specific pages to go with the tags, but you should already have those pages if you have French translations.

    Below suggestion is 100% correct but something to think before you start...

    Michael Hill 100% correct, but I want to edit something here, you look seem to leave in India so if you have permanent address in France then you ll be able to book .fr domain because some country didn't allow outsiders to book there country domain some like .au, .ca etc. So you need to check it first.
    If you don't have, then you have to go with .com domain.

    Here is also you will face same issue in local business listing again they need your local information.
    You need to focus on France SMO and try to popular your domain as much as you can, you can join local SMO groups for that.
