Are you under a manual link penalty, or automated? If you think this is a direct result of the links pointing to your site, you can start by adopting the use of the Disavow tool to request Google discount any poor quality links that may be resulting in the penalty.

I would remove them. Let links build naturally. I don't get when people do this. Build a site that you enjoy working on. Others will have interest and you will gain links from them... Don't rush the system, you'll get caught.

If I build the links with real estate related sites then what you will said about those sites which has not a good Rank? Can i build putt my link over there?

Jenny, it is always possible, but it's a question of whether you have the time, the resources and the expertise to do it.
In short, you need to audit your links with a backlinks checker, paying attention to the anchor texts, and other parameters of the sites that link to you.
Then you should try to remove the bad links that you can remove.
If there are backlinks you can't remove, you could use the disavow tool.
Then you need to file c reconsideration request.
I watched a Matt Cutts video about how to use the disavow tool. He said you should not include any explanations into the disavow file. Explanations, email copies, etc. should go into the reconsideration request.
Also, if you have too many bad backlinks from one domain and you're planning to disavow them, don't disavow each individual URL, just report the entire domain.
But it take knowledge and expertise to tell bad links from good links. And sometimes even experienced SEOs can't tell if Google would consider a particular link manipulative.

Just keep building quality and relevant links slowly.. at the same time you need to create content within your site, it would help of course.

Also, your overall link profile should look natural.

@jenny I have a lifted a few sites with manual penalties now and helped many others do the same.
First start by putting all bad domains (NOT links, only use links if its a site you want get a good link from in the future) into the disavow file
Then start to remove as many as you can, don't spend time on sites with no contact details, even if you find them with whois or something they hid it for a reason and your email will probably go nowhere.

Create an excel speadsheet of all bad links/domains, create a column that says contact (yes/no) and one that says contact info. and a few more fields, this will show the webspam team that you have tried to contact everyone you can. Webspam team want to see effort. its not always possible to remove lots of links.

Once you have done all you can (it may only take a few days) then submit a reconsideration request.

The reality is this.. If you have some links with pagerank, those are going to be looked at first by the webspam team, trying to keep anything unnatural will simply just waste your time. Just get rid of all them. Everyone tries to keep a few good ones thats why most people go through 10+ reconsideration requests until they have the guts to get rid of the things they think are too good to lose.
