    Google doesnt export the current data.. it only exports a snapshot of some earlier time. So if you get a PR7 link and even google updates next day, its not likely you'd see any effect.

    but if you get a PR7 link and google indexes the link, and later google takes snapshot of that time when the link is indexed then you will get the PR increas..

    PR is not as signifficant as many people think. Try and get related links on other sites, this will have a far more significant effect on SERPS than concentrating on boosting PR.

    Some people also scare away from buying PR0 links. I did a PPP run and got 20 PR0 new links on blogs and bumped all rankings from page 2 to top 3. Granted, they since dropped a little, probably indicating Google has some kind of 'news' boost based on blog/new link spread but it does illustrate the fact that getting good links is far more important than actual PR for ranking.

    People dont consider PR0 links for some reasons.

    PR0 means either site is new OR there is something wrong with the site.
    If site is new then people are unsure about the marketing of the site, they dont know whether Webmaster is serious about running the site, or he will sell/dump the site after two months. they are unsure that whether webmaster will stick to ethical marketing techniques or he will use spammy methods to promot his site.
    they are unsure that what if buying/exchanging the link will harm them as being in bad neighbourhood..

    and if the site is not new and still has PR0, buying/exchangin links with the site is useless.
    So even if Pr is not a very important factor for SERP but still it tells a lot about website, thus it makes the value of the link.

    You see considering PR is not equal to being short sighted.. ;)

    yes even a lot of people won't consider pr 2 or 3 , il consider any site if it benefits my viewers, webmasters must evaluate the site their link is going to go on

    Why do speak in terms of "sites"? PR is given to each and every individual page. I see John Scott posting a link deal and people want guaranteed PR1. Why? Why not like PPP a new post on an existing blog? The "site" will be PR3 or 4 and the actual page's link will be PR0. So what? The PR will go up and regardless it's a quality 'vote'.

    I don't care if the site i'm linking to is a PR0 as long as it has quality content and is related to my site.
    Most people forget that the PR0 site might become high PR one day.
    I'm very happy with the links to my PR0 site and hope that they will also benefit with the next update.

    A new page on a existing site is different issue Johan.
    I am not saying why not to buy/exchange/put link on PR0 webpage.

    I am only explaining why people are hesitant of buying/exchanging/putting links on a pr0 website.

    If you ask me, I have no problem getting a link from pr0 page on an existing site or from a webmaster who, I know, is serious about the site.
    but if you ask me to get links from some unknown webmaster on his PR0 website I would say no, thank you.

    No matter if the link you get is PR 0... as long the link that you get is 'Quality & Related To your Site". IMHO:)

    and let's not forget that the Foolbar PageRank doesn't always resemble your page's real worth. There are far better measures of a page's worth out there than the Foolbar.

    Well as we can see, PR is very difficult to increase if your site is fresh so you need to be indexed first before obtaining PR

    Change PR in 2 weeks is easy Bulit a database of thousands of links and 2 weeks before google updates PR post them all then google will raise your page rank.

    I don't think so, google do a data freeze 3-4 weeks before an update (eg they take an "image" of all of the data, so what pages exist, what links to what, etc etc) and perform the update, check everything works and then release it publically.
