I'd suggest you look for the people looking for SEO using Adwords. You could also get a list of businesses near you, find the ones that are big enough to have plenty of budget but are still not found where they should be online, then go talk to them.
If you are optimized your website with the proper keywords i.e. related to your products & services then you can get more valuable leads...
Besides SEO you need to get yourself known by networking, e.g offline to offline/local businesses, giving presentations to interest groups (business start ups etc), commenting in forums related to website promotion/marketing/business development, advertising (Craigs list etc), giving seo help and advice in return for referrals, doing video reviews of websites and sending recommendations to the owners etc ....
