How can one pay with a CC through paypal without an account?

I don't get this contradiction from paypal. I'm trying to send a request for money and I see this quote:

"You can also bill customers even if they do not have a PayPal account."

But when I send a test to my email all I can see is the paypal checkout page which requires you to LOG IN before you pay. How can someone pay me without having to log in and create a paypal account?

The option to pay without a credit card is only offered to those with a Premier or Business account.

If you are log into Paypal at the motion, log out from it and try the Buy Now link which you created. You should see some credit card icons on the left of the page with the words

You will then need to click on Continue to proceed to paying via Credit Card.

Eddy, I've sent you a pm.

I don't see anything like that on the checkout page. I am logged out.

I commonly make purchases without logging into my account, Just as eddy described. However, I'm located in the United States. Could it be that the payment options are different for users located in Europe? I've noticed some payment processors make users register to increase their popularity in new markets, where they're trying to gain signups and loyal users...
