first add unique content in your blog,remember that grammar, punctuation and quality of English must be international level. after that bookmark your post in to top social bookmarking and social networking sites both.

Google does not like when you submit your site. It want to find it! Social Bookmarking does not really work when you have no big lists of people, followers or not much content. Pinging is the best way to index your page faster. You can use pingomatic or ping farm to ping your site url. Social bookmarking is another fastest way. Bookmark your site on popular social bookmarking site and whenever you update new content at your site just send the link to bookmarking sites. Your site will be indexed automatically.
Build an html sitemap with all of the links you want indexed on your site. Then using one of the pinging programs mentioned above and ping your sitemap location.
I've never submitted websites to Google. It's the waste of time from my point of view. Better try and get a good relevant backlink to your site. It will not only allow search engines (not only Google) to discover your website, but will also help you with the rankings. And if you are just choosing the directory from the point of quick indexing, then open the page you want to be listed in from the Google's cache - you'll see the date when it was cached. If the date is recent, then Google probably visits it often, so it's your choice. BTW, backlinks from popular forums will also get you indexed quickly

There are many way's for indexing pages - Robot.txt, xml sitemap, Updating Quality content Regularly, Submitting your site in Bookmarking, Networking, High PR Directory Submission, Blogs etc..
i think content is king and with content you need few quality backlink so that crawler can access your site via other sites...
