    You're right about needing to have your site optimized properly.

    However, Page Rank does not have a very large impact on where you rank in the SERPs.

    Google does not "ban" you for having duplicate content. You might have trouble getting that page to rank because it's content has already been indexed, and your page is a duplicate result. The worst that you'll get is a ranking "penalty" (which is fair), you won't be banned.

    Firstly check on page optimization for your website, if its ok then you need to hard work on off page optimization and focus on quality back links.

    SEO is not easy task now a days you have to work hard to get the site on first page of google and have to do Link building, content , articles and blogging for the website.
