You are trying to run phpmotion. If you are on a shared server it is not recommended, if you are on a vps or dedicated server you can either do it yourself through shell or ask your provider to do it for you. It is recommended that you have your server provider to do it so they can do it right the first time or move your hosting to a company that offers those features standard.
