How can I use myself as a server?

My friend was telling me about a hack that might work to get around a proxy, which consists of making your own proxy and then putting your own filter on it. That way, it will only listen to your filter, so all you need to do is set it to not actually block anything. What I want to know is how I can use my own computer as a server. The place with the proxy uses a NAT router and I don't want to configure port forwarding, and also I believe they block all FTP connections except for a small white list, so is there a way to connect to a server on my computer locally rather than going through wifi first? I'm kind of a noob, so please try to use at least semi beginner talk. Thank you for any help.

There is no way if you don't forward the port. Proxy won't help you.
