Once you have successfully created your app. You will need to sign it. Use the 'Export' option in Eclipse to do that. Once you have a signed app ready, create a Android Developers account at the following URL - http://developer.android.com/distribute/googleplay/publish/register.html You will need to pay a one-time fee of $25. Once you have successfully created your account, you can upload your apps to the Developers Console.
Sorry the post is for someone who know the answer and usage. If you don't know mean the message isn't for you.
So for someone that isn't legally allowed to have a Google Play developer account. Why don't you just say that?
Yes you can upload android applications to Google play store by creating Google Play Developer Console A/c for 25 $ one time fess.Then you can upload multiple apps there...Enjoy
