Once you have successfully created your app. You will need to sign it. Use the 'Export' option in Eclipse to do that.
Once you have a signed app ready, create a Android Developers account at the following URL -
    http://developer.android.com/distribute/googleplay/publish/register.html

You will need to pay a one-time fee of $25.

Once you have successfully created your account, you can upload your apps to the Developers Console.

Why would someone 'buy' developer accounts?

So for someone that isn't legally allowed to have a Google Play developer account.

Why don't you just say that?

You can't. That's why buying this kind of service is a waste of your money and time.
