First of all try to do Onpage of your forum. After that try to get more users in your forum. If traffic will increase and content will uploaded, your forum starts ranking in SE. I think SEO is not enough for a forum to achieve great success. I suggest you create some promos lilke contests.

Hire someone who knows SEO unless you have a lot of time in your hands. Avoid copy pasting, you will just get into duplicate content filters and copyright claims
Bro, first come out of that dark layout. And I wonder how could you ask such simple and basic questions when your forum is in Internet Marketing category! Anyways, spend some time searching on 'forum suggestions' here on DP or Google it and you will see lot of useful suggestions to reach your targets.
Thats exactly what I thought after visting the forum! =) Anyways starting the forum is a tough task, if I were you I would do 2 things! 1. Hire some quality forum posters to post Unique content in your forum! 2. Shoot a contest, and advertise using PPC!
