You have way too much forum sections. Don't strive for the global archive of information stay unique and specific with a fair amount of forums.

Running a successful forum I think breaks down into these areas.

    1. Picking a good topic: Your forum needs to be on a category that people would want to come back to and talk to about. You don't want to do something that is already done 100 times, also you don't want to do something so niche that once people have the answer they need, then they have no reason to come back.
    2. Have a good site, a nice simple design, measure to clear out spammers so on.
    3. Be in for the long haul, these things don't build over night you need to hit a certain density before it will be self supporting. You need enought post and enought people so the site will draw users by itself.
    4. Link it with other USP, tool, articles, downlaods, directories, news, anything that will drag people without you having to pay for them.
    5. Reward your experts: People will return to get advice to experts or talk with friends. By allowing somekind of ranking system so people can see who are can be trusted, even if it's just post count will help to keep the good posters and the new poster will return knowing that they will be able to get a good answer to there questions.
