You did most of the tasks. I just wonder why you can't get the result as you want. Maybe the keys are so competitive? Be patient and check back what you are doing. Try to make the blog title or others with target keys.

run a campaign in google adwords with minimum bid of 0.01 per word. Sometimes it helps! It is not documented bu google but it is tested.
You're in a tough market you will need to think outside the box if you want decent search traffic. Doing the same old link building techniques won't cut it.

From my experience, we must update our blog at least 3 times for a week or if possible try update blog often. No post on blog is a dead blog.
The problem is the word FAST , if I have learnt one thing its that there is no easy fast option other than throwing money at the situation. And , to be fair even then the results are mixed , the best way to get to page one is another word , Steady....
