    Your client is asking too much. If he want those done ask him a huge amount of money. His request is only achievable when you buy links.

    I've done a backlinking job for that niche (wedding business) a while ago, my client wasn't asking to much requirements like you described but it still quite hard. If he pays you a lot try to outsource it, odesk.com is a great place for outsourcing it, if not I would say just drop it.

    Getting all dofollow with more than 5 pr ,never been an easy job..even some top seo consultants will not dare to do this...
