I want to know the process to promote a Forum in all search engines. what can i do to promote our forum & which exercise is more better. Please tell me in brief

If what you are after is members and traffic, you need to promote yourself in a way which will attract people that may be interested in your niche. If its just another forum thats the same as all the rest, then there will be very little uptake. If you have a niche (e.g. Farmers in Dorset Forum) then it would be a hit possibly with farmers in dorset.

Other than that you need some kind of a gimic to hook people in, E.g. a competition/contest, prizes, maybe some kind of design contest, writing or coding contest etc. then promote this across other forums, press releases, blogs, social networking (important, facebook, twitter).
