Of course you can still use normal link building and SEO techniques for an ssl-enabled site. But I would ask you, why bother with the SSL? Rather than put it on every page of your site, where it will actually slow the site down a bit, why not just put it on pages which require secure connections, like user input forms?
Agreed. There's absolutely no reason to waste a secure connection like this. Just put the SSL on the pages that need it, and serve the rest over normal HTTP and optimize them normally. The pages that need to be secured won't even need to be crawled by the spiders anyway (in most cases), so I'd block them via a robots.txt file.
