There are a lot of different types of advertising you can use. However, other than the page saying that you are going to be opening a social network platform, you are not giving people any reason to sign up. You may need to offer people some kind of bribe, like a free report or e-book about social networks. Without a reason to sign up, you will not get many people signing up until you actually go live.
I would create a FB Page, and Like a lot of related Pages that would increase your audience, and make a simple comment like "Launching soon!! Come and find this out!". But beware, don't spam or you will start with the wrong foot. Other way is to create adverts in some forums, or forums where it is legal to create promotion threads.
Well let's assume you tested everything word for word, lets also assume you have an optin-in page. I would and have done many solo ads, but used trustworthy list builders, I also do ad swaps. Hope that little bit helps
