In order to get yourself approved with an adsense account, you will need to apply one. But before you do that, make sure you've know how to build your own site + learning the tricks of seo and everything. It's not as easy as it sounds, but if you are willing to learn, anything is possible.
Yes adsense is free but you will need a website to apply for adsense. And your site should have decent amount of traffic. You should also learn some SEO techniques and traffic building techniques. Without these things you won't be able to earn from adsense.
I don't think getting adsense approval is difficult if you have a good site. I got the approval within few hours.

Yes you have to own a site first with some quality content on it and apply with that. But I heard they changed the rules abit and its harder to get in, I like don't spreading disinformation so I don't know if this is true but I heard someone else say you need to own toplevel domain now to get in and you have to own for least 6 months.

They are free, but it usually takes 1-2 weeks to get approved. It is pretty worth it though if you make a big site with lots of page views and clicks a day .

I think the easiest way to apply Adsense is via Blogspot blog. Start a free Blogspot blog & write few quality posts then apply for Adsens. I am sure they will approve you within 3 working days.
