Directory submission is a good way to increase page rank and get results in search engine. Anyhow you need to take care that you don't get into blacklisted directories otherwise you will get penalty from search engines. I have some directory submission tools that might be useful for you. I agree with goalpower build it on your own domain that way you get more control over how you market and none of the pitfalls of having to worry about losing your content due to someone elses rules.

Most of my clients rely on article marketing in order to get "targeted" traffic to their sites. The one's with deeper pockets almost always use PPC.
Facebook is a great place to promote website. The information there spreads from a person to person for minutes. If you present the site in an appropriate way you will get really big traffic. Make a group for the website, post an event for starting your new website.....there are many ways to be seen. Just try it.
Ok, right off the bat I can see that your marketing in the wrong areas. Since the site deals with "test answers", your marketing to high school or college people. That age group is going to be in the 14 - 20 year olds, and maybe the 30 - 50 year olds. The 30 - 50 age group is after the mom has gotten their kids old enough so she can go to college. Or where someone has decided that they do not like their career and its time for a change. For the 14 - 20 year olds, I suggest you market on places like college humor and 4chan. 4chan has around 20,000+ people on it at any given time. Some pictures watermarked with your site name uploaded to some post at 4chan might get you some targeted traffic. For both age groups, I recommend youtube, dailymotion, metacafe, break and some of the other video sites.
