I like www.pubbsoft.com better. There are no differences between the sites that I saw, other than the spanning background. Considering most people are on 1024 or higher resolution screens, this design is better because is fills a lot of empty space with something interesting. The second design has only gray in the background. The black border is too strong, the curved and beveled effect is kinda 2000 looking, and in short... the first one is better.

Sorry, this was for another post... your website needs a lot of help. I am not sure where to begin honestly. To start, your banner doesn't show up in IE8. All the contact information in your banner should be removed and placed on the contact page. If you insist on having it on the homepage, the banner isn't the place for it. You can't click on any of the links, or copy the address to a contacts file because it's a picture. In addition to that, your white blocks have design issues from margins to font usage. If you'd like me to help you, PM me.

Use another font, like Arial or Verdana, when you have boxes, make sure you dont put content too close to the edges cause it looks bad, and make text color black or dark grey on white rather than screaming red and blue.
Try to surf around and look at modern sites, get a feel for what looks good and what does not.

A good starting point would be to find or buy a website template that looks similar to what you want to achieve, and that also includes the photoshop files. Then you can learn by modifying the template, and you will have a good starting point and learn faster.

Do more with the whitespace (space between elements) things are really crowded.
    Better fonts
    Add drop shadows.
Add more room for drop down nav bar. It covers up the content.
Use a new color scheme. Red white and blue doesn't work for this site.
There is no call to action. Ask yourself what you want the person to do when they arrive on site. I had no idea where to go.

    Just some thoughts
