    You can make a new layer and paint lot's of blue pixels, each with different variation of blue color. Like a whole row of various blue colored pixels. After you have done that, you just easily click CTRL+T to bring up transfer options and enlarge your pixels vertical. Then add some motion blur to edges and a cool background and that's about it.
