Submit your website to different niche directories, article directories, social bookmarking sites and do comments on do follow blogs and participate in discussion forums of niche.

 

You have to link with other websites, from social media to social bookmarking, to blogs and articles sites, and a lot more.
Getting a backlink is not that easy of course. It takes time and QUALITY work before you can assume a strong backlink foundation for your portal that will push your websites up in Google SERPs.

 

Try link exchange, directory submissions, bookmarking and blog commenting (relevant only).

 

at first the easiest one is to submit in free directories, then regularly social bookmark your site, then start forum profile building and posting comments in the related blogs and forums. continue this and you will see the benefit.

 

It all depends on your contigencies:

Are you an active forum member? Make a signature with backlink to your website

Do you read some popular blogs? Post comments with backlink to your website, if it's related one, it could gain you many visitors and quality link juice.

Are you creative? Try to create a content that will be worthy to link on - some ,,how to's,, or reviews, or something shocking.

There are no limits in linkbuilding, these ones above are just the examples, you can find your own ways to build backlinks.

I don't recommend reciprocal link exchanges as a way to increase your SERP'. All the other above methods are good. You should consider forum posting links as well. The best way really is to have a professional assist you in your SEO efforts.

2. Get backlinks from websites that have higher Page Ranks.
