    Hello, I'm badly need of making a responsive category layout for my website. Currently I've been using Kadence theme and blocks. I've found a very beautiful and organized layout (Please see the attachment reference). How can I make this kind layout with/without plugin?

    A plugin is not what you are needing.

    You either need to use your menu blocks in Menus within the Appearance section of your Wordpress admin or you need to create the category image like the one you have attached and code it to the different category links you desire.
