I searched and found this action has been removed after DP's update. I bought a service in "service" section and a member sent me a PM saying he could provide such a service, then I trusted him and payed him $100, but almost a month passed he did nothing and ignored my message.

How can I leave a negative itrader or reputation and warn other members to stay away from him?

    thank you.

You sent him a $100 in advance without even knowing him? I think you need to alter your business practices a bit. Sorry about your loss though, chalk it up to experience.

Feedback is only available for member who use the instant pay feature.

We advise members to always use due diligence when entering into any deal and recommend using an escrow service.

Judging from the situation you already told us above, The best thing you can do is write the experience in 'General Chat' and wait for the member to contact you.
It is sad to hear your bad experience while doing business in DP.
Here are several information about Marketplace:
    1. DP already provide good place to Buy, Sell and Trade for any legal stuffs/services.
    2. As member, we should understand to protect ourselves while doing business.
      Reference:
    3. If there is good seller/buyer, it is recommended to leave good feedback. How to do that? It is available in 'Leave Feedback' under contact detail. It only available for seller which eligible to receive 'Feedback' (as what being said by Smyril. Looks the reference below). Always choose seller which enable 'Feedback' (through PayPal linking mechanism).
      Reference:
    4. If you experience bad transaction, you may wish to leave 'negative feedback' which is the new form of 'negative Itrader'.
    5. For any transaction which happen in DP without 'feedback enabled', DP may unable to check if the transaction already happen. It mean there would be no feedback for the transaction.
    6. Always contact seller/Buyer through PM about the transaction. Sending it in profile page is not recommended but it could be good idea if the PM was disabled.
    7. Send PM just once to mod telling them about bad transaction (if it truly occurs). Not recommended but sometime it is necessary.
    8. When the other members didn't give response for specified times, Writing the experiences in 'General Chat' is encouraged.
Make sure to only write the fact and hope for the member to response in that thread. The thread should be created with an intention to solve the problem and not to blame the others.
    9. As what Diva already said above, Act wisely. While sending the money upfront is 'Noble action', there is good reason why another people call it 'Dumb'. I do prefer to send the money upfront for any project but I prefer to do that to only my 'Favorite Seller'.
    10. MarketPlace was intended only for transaction. For protection, use another services such as 'escrow.com' to secure the transaction.
      Reference:
If you only wish to leave 'negative feedback', here are what need to be done:
    1. Leave negative feedback in the MarketPlace tab in user profile through 'Leave Feedback' (only for transaction which enable the 'feedback'). This is the new place which act like as old 'Itrader'.
    2. Warn other member by writing in 'Profile' page.
    3. Warn another member in 'General Chat' by creating new thread which clearly tell the others about your experiences while doing transaction with seller/buyer'.
Leaving negative rating is not the best thing to do. It is best to settle the problem first with the buyer using appropriate communication. If it is possible, ask help from mods to connect both parties through PM or thread.
