Is there no option to do so? I'm targeting US audience, using adwords and ysm, and I wanna start using adcenter also, is there no option for me to join?? is there an option to buy account from someone else?

from what I recall in the signup link, I need to chose whether I'm from USA / CANADA / ENGLAND / SINGAPORE... what is the signup link? and is there some promotional voucher for new advertisers?
Anyone can join adCenter.... your contry doesnt matter... but to get free credits you must be from USA..... thats the only catch
