PR is deepening on quality of back links, you can build quality back links. there are more techniques for making back links. article, forums, link exchanges, dir submissions....
very general question discussed so many time here in DP. page rank is depend on Link building. Make some high quality links with good pr. and you will see the results.
You just need backlinks and time. Submit your articles to article directory, blog comment, anything that increase your backlinks.
Just focus in getting quality backlinks. You can gain your backlinks by doing off page optimization. Like directory submission and forum posting. Seems Goggle frequently index link in forums. Just be sure you are participating in forums

If you only care about pagerank you can just buy high PR links, but as far as I'm concerned the only benefit to that is getting a high PR and the ability to sell high PR links.
Is this a trick question? I ask as in the first link in your sig you are selling a link building service! This is something I assume you know, as you are selling a "Link Building Service"?!?! So the best way is to get natural backlinks by writing content others choose to link to. It is also well known .edu and .gov backlinks are said to be worth more. Some risky, some OK. You can get away with a few link exchanges with relevant sites for example.
building a good and fresh content and build a relevant backlinks to your site, it requires a lot of hard work if you want to see the results!
