    Hire some service persons in forums like DP, warrior and Namepros. they can do jobs for cheap $
    It greatly helps you in increasing your members count.

    create a blog and write posts,make sure blog integrate into your shopping program, so that if people are interested in your posts ,they will register in your blog, and it increase your shopping members as well
