    Get a couple of links from high PR (6+) page or website with low outbound links (less than 20). It could help increase your site PR but may not related to website ranking anyway.

    Best thing to do is to not worry about PR and concentrate on SERPs as well as traffic. Once you do your PR will increase. Build links...and then Build links. Once you are done ...build more

    You should do social book marking and article submission and try to get back link from high PR sites.
    Google gives importance to high PR sites at the time of updating PR of any site.
