I am willing to spend a little to get it popular as I want at least PR3 and for the ads to make some money

Getting visitors is one thing, getting them to come back is another. Drop the adsense on the top of the page for now. Add it later once you have a steady visitor flow.

Link exchange with other websites in your niche. Try to get 3 way links if you can.

You have to have got unique and useful contents. With these contents you will have got many backlinks. And also you have to promote your site. And other one is you have to buy textlinks for PR and visitors.

 

First start with PPC, and carry on back links building.Always think about relevancy , don't think to much about PR.

 

PR depends on Backlinks but don't give importance it's just a number

To get traffic get rankings for your site related keyphrases
