if you have everything connected properly then right click on your desktop, click properties, then click the last tab and change the viewing monitor to your t.v. and also make sure p.c channel is selected on the t.v

first off, does your flat screen panel have a vga or a dvi port?
Most flat screens have one or the other.
Get a vga or dvi cable and connect it to your video card. If they don't match up you can buy a cheap converter for a few bucks.
To use RCA to connect your tv to your computer would take more work, your vid card needs to have svideo or an RCA port. for svideo, you need a rca->svideo cable, RCA ports on video cards for gaming are like non-existant (correct me if i'm wrong)

when its all hooked up, turn on the tv. if you use windows, right click, display properties, activate the other monitor on the video properties screen. if you use a mac...I've honestly got no clue :p
Hope you get it to work

HTML and web design section? Really?

I say it's dead simple on a mac, I've never seen it as easy. Plug your monitor in and then go into system preferences, then displays and your options for each screen will show up on each screen seperately. Elegant and simple. Enjoy!
