You would have to have the rights to let people download them. New bands looking for publicity might allow you to do this.

Like rjc662 said, you would have to get permission from the copyright holders of the songs you wish to have people download for free. And the copyright holder in most cases probably would not be the artist, but the record company. No major record company would let you give away their music for free, so you wouldn't be able to let people download well known music.

You could run such a service from a country that doesn't have more up-to-date copyright laws regarding the Internet (which then are still outdated) and artist royalties. However, these countries are becoming few and far between. The RIAA takes no prisoners.

Even if you did run your service from a country where you could get away with it, you could run into legal trouble by letting people in other countries download the songs. That's because you need permission to distribute copyrighted music across international lines.

In short, what you want to do would be very hard. It is possible, but very hard.

My post barely scratched the surface of the matter. I could go on forever, but I have other stuff to do today. There are so many more angles that I could delve into, but all of them would would tell you the same thing: you can't do it legally or easily. Either way, there are already many sources for downloading copyrighted sources that I doubt you could get very far in the market without creating some kind of new technology for distributing files, which the clever pioneers of piracy have been working on.

Alternatively, you could create a website where people could download music that is in the public domain. I think a site like that might draw interest, though it would have to have some new and exciting feature to be better than the competition.

As above stated get permission it's going to cost you a lot of money as big record companies as above said will not let you for free but may charge a one time fee which your looking at $$$$ really as you will be giving it to several people so I would suggest charging your members for music downloads.
