I want to guest post. If my niche is about fish. Should guest post only in the fish niche websites and blogs or can I guest post on every blog (any niche)??

I would stick to blogs within the niche, or at least find a way to write something that binds the two niches together. Like Fish and Boats

Most blogs are nofollow too, you will have to watchout for that.

Are you sure about that? I am not commenting. And I would tell the blog owner not to put no follow tag on my post.

Of course, it is better if you can get post on the fish related blog which can be pet, fishing, sea, etc

Guest blog in your niche. If you go outside, then you will get less visitors because people won't be interested.

I have entered comments or answers in Yahoo when I felt the reason why I made my site had something to do with the topic or question. I commented to SEO related questions in Yahoo and my link was then referred to a Yahoo blog. Better than no follow...Isn't it?
Otherwise, many regard a link to a blog or website entered when not related to a blog as jam.
    Craigslist is funny about that.
To me it looks like they don't want foreigners in their circles.

You'd obviously get more benefit if you did it in a relevant niche.

A link from another niche wouldn't hurt, but it won't give you any real traffic either.

Fishing, recreation, fishing tutorial blogs- there are a fair number of them for you to go after.

For me, blog commenting is much better for backlinks rather than guest post. Unless, its related to your website's niche.

Search engines give more value on the relevancy of the site. So it's best to have backlinks from sites that are relevant to yours.
