How can i get people to my forum?

I cant seem to get anyone to my forum. I offer people Jobs and still no one comes. It really pisses me off. What are some tips you guys use.

 

I used inb0x.com I paid them for 8 members or so to chat for awhile. I also chatted with them and one year later I have over 1200 real members with 20 or so posting daily. inb0x.com is with a zero and no an o. There are other paid services, I just had a good experience with inb0x, and the price was good.

But you need to have content that people are interested in. The problem with paying people to post is that once they post what they need they never post again. From my own experience, I try getting people to get other people to join by offering them so much $ per certain amount of sign ups they bring me.
