Which country are you from ? A few countries such as the US which allows you to fund your account. Other countries, you will need to link a credit card to your account and when you make a purchase, it will do a pass-through payment from your credit card temporary into your paypal account then then pay to the seller. If you are permitted to sell things through paypal, you can get money that way or if you join some affiliate program which pays via mass pay, you can get money in there too. Paypal does not work the same way as E-gold or Moneybookers and you do not need money in the account to buy anything as long as you have a credit card linked to it would do.

Make a deal with someone else (as you said you are in the link sale business) who also use paypal and get money in your paypal account is easiest way
If you are from Philippines then there is no way you can send money to your paypal account. Just link it to your credit card and then when you make purchases, it will be taken from your credit card. If you want to collect payment from others then you will have to have a premier or business account, that way you can receive money from anyone who pays on paypal. This way, you will have money in your account which you can spend or withdraw to your credit/debit card.
get moneybookers instead, easier to set a bank account than paypal, I use bpi for moneybookers... currently the only bank available that I know of that works with paypal deposits is Unionbank's eon. Click on the red link on my sig for the affiliate link to moneybookers
Add a Credit Card to it.. this will verify your account and you can add funds to it. Adding a bank account will also help, but you can't verify your account with it if you are not from USA.
