    Do you plan to monetize it or not? If you want to do so you have to get a domain name + a webhost and instal a forum software like vBulletin (paid) or free ones like SMF, MyBB, PhpBB ...... so that you will be able to put ads on it.

    I'd recommend getting a free host, just google "free web hosting", and make sure it has PHP and at least one MySQL database on it, since most free forum software uses PHP. Then get a free domain such as .co.nr or .tk just another google for "free domain name" will sort that one. And then go from there, since this way you won't be prone to the forced ads of most free forum sites.
