Only if he owns the right sort of site and we don't know what he owns yet - so pointless trying to advise on this yet. We don't know what content he has got either...

The web is about information, what about, how to find it etc people search for it using all manner of tools, some tools may not seem big, but you'd be surprised the amount of traffic they get - targeted traffic too. Problem is most of the sites on the web are owned by little kids and 20 something adults, with their personal blogs about the latest teen singer sensation or trying to eek out a living with bad biz sites, such sites will have an impossible time getting links, never mind anything of quality.

Take 2 websites - one is traffic rich eg: 1 million visitors a year, the other, although been sitting on the web for years, gets maybe just 20k of visitors. The 2Ok site approaches for a link, but gets turned down - why? I know the answer, but people never learn to either accept this decision from the site owner to move on, or the wannabee biz owners don't have the guts, money or sense to give up and try something else. One thing is for sure - there are 'levels' on the web - just like sport divisions or ranks, and you need to be a certain rank or of traffic interest before you get that traffic yourself, or you cannot compete, no matter how you view the ease of getting search engine rank spots.

Serps positions doesn't mean a site is popular or has traffic. I know sites that wont show up in the Serps until page 50 to 100 - yet they get traffic many only dream about.

This guy will never be able to produce the masses of content to even attract users of the magnitude he's talking about. We are talking 10k of pages of content just to begin this huge journey - then he has to maintain it to that level which is a constant thing. I mean to do this it will take thousands of hours effort and £3-£5k for the site itself - and take years to promote this, and he will need to be at a good level to make money off it.
