That depends on the area you're expertise like web designing, programming, SEO, content writing etc, many people are offering consulting services without having a website, at the most I think you should look for freelancer jobs, visit sites like rentacoder.com, guru.com etc to get an idea.

If you are working,then it is very hard to do freelancing.I would advise you to start a blog on a topic,you are passionate about and then write about it.
