How can I duplicate this effect.

    I'm very new to Photoshop and have an older version. I need to duplicate the edge effect on the flag in this image. Can anyone tell me the quickest and easiest way to accomplish this?

    I would suggest you to move ahead with tutorials available on internet because by doing this you will be able to know more about Photoshop and it's tools.
